i installed a new hard drive on my desktop computer and when i turn it on it says,

Reboot and select proper boot decice
or insert boot media in selected boot device and press any key

so what does tha mean

it means you have no operating system on the master hard drive c:/ so the system will not boot up.

you need to either install windows on the new hard drive or set the new hard drive to be the slave drive d:/ either way one need to be set at master and one needs to be set as slave if you have them both installed.

The harddrive has no operating system yet. Get a system BOOT cd (if you have no idea what I'm talking about, go to a computer and they can do it for you). Insert the BOOT disk, and follow the instructions to install the OS.

It sounds like you didn't set the jumper on the new hard drive. The computer is probably trying to boot from the new hard drive, instead of the other one.
Look at the back of the new hard drive. There should be a small plastic jumper there. Pull off the jumper & put it on the pair of pins in the 'Slave' or 'SLA' position. There should be a diagram on the hard drive which will show you where to put the jumper.

That means it is looking for your operating system, which is on your old drive. You'll need a Windows, MAC or Linux disk to install an OS.
