The owner of the ATM can set a limit and the issuer of the card can set a limit, but these are daily limits. If the card is not reported promptly, the person with the stolen card can come back every day for a new limit, and go from machine to machine. Also, the story may not have been accurate on the amount, but be careful: this is a real scam.

BOA only let me withdraw $100 max a time. They are all $20 bills. If I want $4000, that might mean I have to do it 40 times, and get all $20 bills. I definitely need to go into the bank to withdraw for more. This is not convenient. I think ATM should allow at least $500 at a time.

It depends on the bank that owns the ATM. Most will let you withdraw $200, some will let you withdraw $300.

It depends on the bank, your type of account, and the limits they set.
On two of my accounts the daily limits are $400 and $1,000, at the ATM. But there is no limit on EFTPOS, including cash withdrawals at the shops.
Maybe that's what happened in this case.

depending on the bank and the age of the account owner there is sometimes a limit. I know with RBC, if the account owner is under 18, their parents can limit the withdrawl amount, but I haven't heard anything about a limit on an adult's account.

I think it depends on the individual bank. I know my bank, and previous banks I've had, the most I can withdraw at a time/per day is 300. and one bank even had a certain amount for the week.
