DVD Recorder TV Tuner -- TV Have to be turned on?

I recently bought a toshiba d-rw2 and was wondering if the tv needs to be on for it to record a tv show.

If the input to the recorder is the video out of your TV, yes.
If the input to the recorder is cable, off-the-air, or the output of a set-top box, no.

What do you have connected to the inputs on your recorder?
