if you like, poked holes for head,feet and arms in a weather balloon, and get in, do you think i'll inflate?

No, of course not. The holes would allow the air or whatever other gas you choose to fill the balloon with to escape.

On the other hand, if you made those holes, stuck your limbs through them, and then sealed around your limbs with silicone or some other kind of epoxy like substance and let it dry, then, yes, you probably could form and airtight seal, allowing the balloon to be inflated.

Depends on the elastic properties (and thickness) of the balloon.
There was/is a comedian who does a skit with a large balloon. He blows it up, fairly big, then body-part by body-part gets in the balloon. First an arm, his head, other arm, then slides the opening of the balloon down his body. He stops. So now he is half in, from waist up, and half out. The balloon does not seem to be losing much ... if any air.
He continues sliding the balloon down till he steps one foot, then the other foot. He is completely in the balloon. He is holding it closed from the inside. He pokes his head through the opening, so all you can see is a balloon with a head.
If you can find a balloon of your chose, with the same properties as this guys balloon, add a couple of extra openings for your arms (first opening is for your head), the elastic should seal the air (or helium) in as it wraps around the skin of you arms and neck.
Once the pressure of the properties of the balloon get too much for it's elastic strength, then air will start to leak out.
