Maybe there's no job offers for them or none available .Some have jobs but dont make enough and cant work 2 or 3 jobs to make it . There are many many more reasons .. Every monday I volunter at a food pantry and I see all kinds . Some i know are ripping us off but a lot of them really need the help. There is the working poor and we will always have them no matter what .

Some people do not have the confidence, self belief, or general energy to just go and make it happen. In life some people are born to lead and some are born to follow. The followers sit and wait for someone to offer them a job. The leaders go out and start a business.

And some people are just lazy and do not want to work. If you make it too easy for people by giving them what they need in order to live without having to work for it then hey, why be surprised if they decide life is better if they sit back, take a holiday and get given money for free.

Many people living in poverty in the USA have jobs but the wages paid are too low to provide enough to live on. You would think that the richest country in the world could afford to pay its workers a fair wage but it won't. If there were a fair minimum wage and safety nets to provide medical care to the poor, fewer areas of the USA would have third-world similarities.
