Don't feel bad I did the same thing and I still haven't even called her to say I'm sorry for fear that she will be mad. I wouldn't take it so hard though. If you were busy I am sure she will understand. I know that the person whom I forgot gets very upset if you forget. What can I do, it happens, you can't remember everything and everyone makes mistakes.

send a belated birthday card. Give her a gift card of like $50 to Target, and apologize. People get busy with life. Dont stress about it.

Have a girls weekend. You invite her over and just do something special with her. If she is really mad,just tell her how sorry you are and it was an accident you forgot. She should understand. I am sure she is hurt,but true friends always make up and are closer than ever.

Most of my friends forget my birthdays and they have a fit if they think I would forget theirs. I don't even make a big deal out of it. Just apologize and be upfront with her.

Call her up and say you are sorry. I have done that a lot to so I usually call them up and say sorry then Happy Birthday. You can also get her a nice gift.

If you were on a lame sit-com, you'd throw her a surprise party and pretend you'd been planning it all along and claim the lateness helped to ensure the surprise. Otherwise, apologize heartily.
