It's just a matter of having things in the way to block the wind. The meadow in the wilderness doesn't have buildings and trees to block the wind, so the wind velocity is high. The city park, whether it has people or not, most likely has trees and certainly is amid buildings, so the wind velocity is relatively low.

Wind speed,at ground level in park is higher because of short grass and more open spaces. There is more air flow restriction in the meadow due to more variety of plants and taller grass, thus lowering the wind velocity.
