Here's what will work.
Start, Run, then type cmd, then click OK.
In the black window that comes up, that's where you type your
ipconfig
Edit... The above is for Windows XP. If you have an older OS, you would have to type command instead of cmd.

That black box you are seeing is the command prompt.
Its trying to run ipconfig, however for some reason, you need to run it in command prompt, instead of just run.
I'm sorry that my answers not very detailed, but i can tell you how to at least run it properly.
Step 1) Open Run, as you did this before, you should know how to get there.
Step 2) Instead of directly typing Ipconfig, type: cmd
Step 3) By typing in cmd, you will get the "black box," or command prompt.
Step 4) Type ipconfig!
There you go!

It's running, but closing the window as soon as it finishes. What you need to do is go to the Run window and type cmd to get a cmd window open. Then type ipconfig within that window and you'll be able to see the results.

Open a command prompt window first.
Start / Programs / Accessories / Command Prompt
Then type the command in the window.
