I assume you're planning to re-seed or re-sod?

In that case, do it a week or so before you plan to seed or sod. Rake and let it settle afterwards, evening out any lumpy spots. Before you seed/sod, run a hand-roller over it, then rake again to make a surface fit for seeds.

Seeding/ laying sod is best done 4 to 8 weeks before the first frost in your area. If you live in Zone 5 or 6, that means right NOW! If you get it done before October, you've got a fair chance of success. If you live zone 7 or further south, you have more time.

If you live where there is no winter to speak of (doesn't get below freezing much at all), then wait until you have cool to moderate temperatures. Do NOT try starting a lawn when it's hot out.

Always in the fall. Rototill, and plant grass. Grass will not grow nearly as well in the spring.

In the fall. It is also a good time to work in a lawn fertilizer, and to plant seed.

Depends cool weather grasses should be sown in the fall. Hot weather grasses in the spring.
