I have a 19 inch flat panel monitor.

Bad spots are not unknown. If the monitor is under warranty and the spots bother you, contact the warranty people.

Flat panel monitors are often sold in several different quality grades, depending on the number of visible dead spots and "hot" (always on) spots. Flawless screens tend to cost more.

if it is a LCD..then i belive you have dead pixels...which is pretty much a dead end...meaning its not worth repairing it..
