It is ironic but makes sense as do many of Carlin's comments. So many women who are alcoholic run the risk of having preemie babies with complications like fetal alcohol syndrome or other disabilities like learning disabilities, physical disabilities, intellectual impairments.
If alcoholic women didn't have sex they might not get pregnant and give birth to children whose lives will be made more difficult because their mothers had a drinking problem.

I like it. Basically alcoholic women are reckless due to their addiction. Alcohol for pregnant women is a horrific thing. It ruins the life of the tiny growing baby and causes fetal alcohol syndrome, which cannot be reversed.
Now, for the most part MOST pregnant women are fearful of everything they put in their mouths and the effect it will have on their growing baby.
So, George Carlin's quote is "right on".

He does have a unique way with words- and I think he is giving an early solution to a problem to "nip it in the bud". But, I think in reality, it is good advice on both counts: Pregnant women, don't drink. Alcohohic women, don't have sex. Of course it is an exaggeration to infer pregnant women who might take a drink are alcoholics.

I love George Carlin, had the privilege to see him live at the Weinberg Center.... His observations are very astute, and he's right, female alcoholics shouldn't have sex, but then again, neither should male alcoholics either, either way you have people blitzed out of their minds, making poor judgments, whether it be in their choice of a sex partner while drunk, or because they make bad decisions like having unprotected sex while drunk, either way, it's bad news.....

LOL! Very funny... but, in a way, sad. Because I've seen kids in foster care who had Fetal Alcohol Syndrome.
Drunks do NOT think about birth control and, as a result, wind up conceiving kids that they are not prepared to properly care for...

George Carlin used to be pretty funny. Now he just seems like an angry old man that doesn't believe in any kind of God.
His anti-establishment jokes and rants have gotten tired and stale.
The irony is that he seems to have less tolerance for different things than those he criticizes.
Bottom line - his comment that you ask about once again reflects who he has become.
Just my opinion from an George Carlin EX-fan.

In 2003, 25,000 children died each and every day. Perpetuating procreation is a huge problem in our society. People should be charged criminally for their actions.
Sounds like good advice to me. The same advice for someone who is an addict or in poverty. If you cannot afford to feed yourself, by what logic is acceptable in your world to have a child that you will also not be able to feed.
