bypassing the activation is called 'unlocking' , and it's against the contract you agreed to by opening the package!
you're on your own... but you can hit the search engines for 'unlock iPhone software for vista'. Most of the hackers hang out on IRC.

download itunes 7.4 then connect ur iphone to the cpu. then you can activate it frm there. http://www.apple.com/iphone/gettingstarted/activation_small.html
