It's a publicity stunt.
In case people haven't figured it out -- Ahmadinejad goes out of his way to be controversial and annoying -- he's trying to get people riled up -- that's the point of half of his statements.
And he cannot be denied -- as long as the Memorial is open to the public, he is legally allowed to go just like anyone else.

Ahmadinejad needs to place a wreath to "pay tribute to the victims" - In his psychotic eyes he could evaluate the victims the terrorists themselves. He could use this as a propaganda gadget for his fundamentalist Islamic followers to declare - "i became there, the place the Jihad endured and paid tribute to our Martyrs" interior the eyes of the non secular enthusiasts and illiterate people (one interior an identical?) of the international, this could convey his fee up much greater and inspire much greater feeble minded persons to connect in on the insurgency.

He just wanted to do a photo op to recruit more suicide bombers to join him and his band of looney islamics , he probably would of praised the ones that hijacked the planes after all he was once a plane hijacker from back in the 70`s .
