It depends on the people involved and I hate to over-generalize because it's really a complex issue.
I've seen relationships where you thought one person was "in control" but they were only acting that way in public; in private, they had no real power.
It's partially dependent on the person's ethnicity and cultural expectations. Again, though, you can't over-generalize. I'm Hispanic and, culturally, men are "supposed" to be the ones who "wear the pants" but I've seen many, many Hispanic families where the woman had the real power but, publicly, acted submissive so her man's ego would not be damaged.

From what I have seen, it is more common for the woman to "wear the pants" in a relationship.

call me old fashioned or a non- conformist, but i'm a firm believer that the man should wear the pants in the relationship. In the same sense the man should also respect his woman enough not to have un-realistic expectations of her =)

Well I wear the mini-skirt in the relationship so I think that could do more for me than the pants would. lol

Good question and I don't like answering this but there are a lot of extrenme feminists nowdays, so from what ive seen most women rule the house.

well...my husband wears the pants...mostly levi's. I like to wear skirts. makes me look girly. but in MY HOUSE whatever *I* say goes...it's only fair...since I'm the ONLY female up in here! =}
