does that mean i can start driving school in like say january?

it doesn't matter how old you are if you don't have a license or permit to practice. Then if you fail the test you have to wait like 3 weeks to retake it so it depends on a lot. When you do get it you have restrictions too, like what time you have to stop driving.

If you can legally get a driver's permit, then you can go to driving school. Some states let you get a permit at 14 years old (Alaska does that).

no, you'll need to wait until the next september. or you might be able to do a summer program.
