Realistically, it doesn't hurt. You don't hear about many people in the news business who don't have a degree.
I don't know specifically about TV-Radio programs in New York City. Columbia has an excellent journalism program. Upstate, Syracuse and Ithaca are both well-known for television programs.

Don't know about NYC but Boston is not far. I hear Boston University has a great program.
