Sometimes, especially if it's already built and the real estate market has slowed down. If you are having it built, then there probably isn't much room to negotiate, but you can still ask - sometimes they'll cut prices so they can keep their crews busy.

If you are buying the very last unit then the developer may knock of a few bucks to get rid of the last one. But most of the time the developer worries that if he makes a deal with you then it will affect the appraisals and sales on all the rest of his units, so he won't.
