They could, but it is not recommended because the fancy eyed Goldfish will have much more trouble finding food, meaning they could potentially starve and get picked on while the Common Goldfish are feasting.

EDIT: Special eyed Goldfish are Fancy Goldfish like Celestial Bubble Eye, or Telescopic Eyed Goldfish. "Normal Goldfish" refers to Common or Comet Goldfish.

It's not recommended, because the regular goldfish swim faster than the special eyed goldfish, and the special eyed fish will be less likely to get food, and they might starve.
