Translated from the dutch wikipedia page:

The more important ones included (1914 figures):
13 dreadnoughts/battleships (7 in construction), 6 battlecruisers, 22 pre-dreadnoughts.

The english version of wikipedia speaks of 19 dreadnoughts.

I suggest you consult Barbara Tuchman, "The Guns of August." One of the runups to WWI was that the Germans built a huge Kriegsmarine. This challenged the British navy. When they fought it out at the battle of the Juland bank, the British blew the Germans out of the water, the German big ships remained in port for the rest of the war, and the ships by which the Germans antagonized the British went unused.
