They don't - it's PERCEIVED volume due to the type of audio compression applied to ads being more aggressive than the normal programme level.
Ultimately you'll find that the volume level will never exceed a certain point due to the limiters in place in the broadcast chain.
Basically, the ads come across as 'sudden' and with lots of impact, the same technology that makes music on radio stations seem loud and 'upfront' ie; less dynamic.
Like most broadcasters these days TV stations seem to believe in the 'loudest wins' mentality.

I KNOW! I hate that! They play the shows at such a low volume (on USA especially) and then you have to turn it up and then when the commercials come on they blast you out of the room. I don't think it's the commercials being loud though, I think it's the station doing a crappy job and putting the show on too quiet.

They claim they don't but I think it's their way of guaranteeing you'll notice the product. There used to be a channel when my baby was real tiny that put on a super loud obnoxious car dealer every 10 minutes. I never bought a car from him--hated him with a passion--and he went out of business. I must not have been the only one with a startled baby (altho I did get more clever with the remote)

this is a defective distant administration. specially circumstances the buttons on distant controls get caught in the "down" place. I absolutely bloody hate that :( Especially when you're watching it at night and don't want to wake anyone else up. The remote is constantly in use and I get grief in the morning if it was too loud. I've tried subtitles but you can't nod off and watch it at the same time then :)

Actually...(smug tittering)...they don't turn up the volume, the sound is processed via compression which makes it sound louder but it isn't! (What a clever git I am !!!)
The ITV channels have done this for years, it's why you have to turn the sound down unless you are going to make a cup of tea!! You Know....that bit when you say..."Christ that's loud!!

It's to wake you up for the ad breaks, because the shows suck badly and put you to sleep. :)
Nah, seriously, the ad makers turn the sound frequencies up to make them more audible, without raising the total sound output (so they say...).
