It might even take over 5 weeks (that happened with my oldest). As everyone writes keep it clean and dry - and if its still there at the 2 month check up the pediatrician will look into it. Make sure there is no redness around her navel - or leakage as that would indicate an infection.
There is some evidence that cleaning with alcohol (isopropyl alcohol) increases the time that a cord stays on and has no effect on preventing infection as compared to just keeping the cord dry. Basically the theory is by using the antiseptic it kills the bad microbes as well as the good microbes that would normally break down the cord (see the reference articles in source). So there is some indication that using alcohol to clean the cord increases the time of cord retention.
What I do know that is with my first born I cleaned with alcohol as instructed and it took 5 weeks+, with my second I just kept his cord dry and clean and watched it and it fell off after less then a week - but two insidences does not a study make.

When it's completely ready to fall off, it will. My first son's cord didn't fall off until exactly 3 weeks of age. I was a nervous ninny about it because someone told me it happens at 2 weeks. Needless to say, all turned out well.
You may want to pay closer attention to swabbing the base of the cord with rubbing alcohol. We had to actually gently lift my son's a bit and swab around the base to encourage the process. Before you know it, it will be gone.

I had the same thing happen to my now 4 month old. When we went the pediatrician's office for a checkup (he born w/ heart prob) he gave us a hard time because it had not fallen off. So we got real diligent with pouring alchol on it and it fell off with in two days. He has an outie still, don't know if this is why!

It may take 3-4 weeks. Keep it clean and dry, and it will fall off when it is time.
