Depends on which reference source you use. I thought it was in Leningrad - now St. Petersberg - where the victims of the Siege of Leningrad are buried.
Other contenders are the Najaf Cemetery in Iraq, and Ohlsdorf Cemetery in Hamburg.
So take your pick. I don't think the residents care too much though.
