You have a baby face. You aren't ugly. I think a short hair style would be more flattering to your face, and maybe experiment with a different hair color, like a red or burgundy would look nice with your skin tone.
You should work on your confidence, which is really sexy. But at 16, don't worry about having a significant other. I KNOW it's easier said than done, not worrying about it, but I think my high school life would have been a bit easier had I concentrated more on school than my relationships. Relationships require work, and in school, the only work you should be concentrating on, is the kind that can get you into a good college.

no ur not. all that matters is ur personality. dont care of what others say about how u look like and be confident. if ur not, it'll be a turn off!
