I suspect you're talking about one of two things:
1) A trip you take on a wagon, on a train or in another kind of vehicle that travels along a "haunted" road or path. This is put on by some local group during Halloween time. That's not real. The ghosts are local people putting on a show.
2) Any of a number of stories that feature a ghostly rider. Some have been purported to be true, so I would think it's possible.

Well, I feel ghosts are not real, so their rides would not be real either.
