Check to see if the middle wheel scroll feature is still enabled. Go into Control Panel, double click on Mouse, then click on the Wheel Tab.
See if there is a check mark in the box before the option to change how many lines the wheel scrolls the page. If it is, make sure there is a number other than zero in the adjustment box.
If it is enabled, you may simply need a new mouse. You can work around the issue by holding down the middle scroll wheel until you see a circle with arrows pointing out with a dot in the middle. While this image is on screen, just moving the mouse will move the page. It doesn't actually, "scroll" the page, but it will "move" the page up or down. It would work until you can replace the mouse.
It is also possible that the mouses driver file is corrupt. Try downloading an updated driver file from the manufacturer, or even the one you are currently using. Remove the current driver and instal the new one or the replacement.
You to this from within Device Manager. You access Device Manager via the System Information in Control Panel. Go into Control Panel and double click on System, or System Information. On the Hardware Tab, click on the button labled Device Manager. Or, in Vista, begin typing Device Manager into the Start dialog box, and when Device Manger appears at the top of the screen click on it and it will open.
In Device Manager, click on the + in front of Mice and other pointing devices, or words to that affect. Then select your mouse from the list, and double click on that listing, this opens Properties for your Mouse device. Click on the Driver Tab. (I am assumming you have already located and downloaded the driver file), then click on Update Driver.
At this point the Update Driver Wizard appears. Just click through the Wizard and follow the instructions. If you downloaded the driver file to your desktop, you will want to select, "I will select from a list" or words to that affect. Once you have located your driver file it will finish installing automatically.
It really isn't difficult to update a driver. However, drivers are the number one reason for BSOD, or Blue Screen Of Death, or a system crash. Do to this it is important to set a Restore Point prior to installing drivers, or actuallly any software programs or hardware device. It is really easy to do too.
Go into Help and Support. There will be a link to System Restore. If not, just put System Restore into the search box in Help and Support. Once System Restore is open, just follow the instructions, it is very simple and easy to do. Select, Set a Manual Restore Point, click Next, select a date, type a descriptive lable, such as Mouse Driver Update, and it will create a System Restore Point.
Then, if you have any issues with the driver update you can simply and easily go back to that Restore Point and all will be in your system as it was prior to updating the driver, no harm, no foul.
Hope this helps, good luck and have a nice day.

You can simpley readjust the scroll feature on the mouse. Press down on the scroll button, you should see what looks like two arrows pointing in different directions and a dot in the middle. You should still be able to enable the scroll feature of the mouse.
