I recently started attending school two hours away from home, and am using a friend's address to get all school-related mail, and recently, the carrier has been writing "put name on mailbox, or no more mail to this person will be delivered" and "No name on box, no mail, final notice!". My friends live in an apartment complex that has strict rules on number of occupants in an apartment, etc..., and cannot put my name on the mailbox, as it would get them into trouble. I am not living there, I just want to get all school-related mail there (My local post office has previously "lost" two letters from my school in as many weeks). And with student loan checks being sent out soon, I don’t want to risk it.

Is it legal for the carrier to REFUSE to deliver mail to this address, simply because my name isn’t on the mailbox? (USA, Ohio).

There are many situations in which a carrier has dealt with this before. Some folks try to defraud the landlord by claiming only two people live in an apartment, while in fact 4 wage earners live there. (Rents are sometimes calculated on the number of people living in an apartment)
Since the tenant has usually signed a paper agreeing to list everyone who resides at the apartment, they must abide by that binding legal agreement. The mailman is aware of this restriction.
He is not allowed to deliver mail to any occupant not listed with the leasing office. Put your name on the lease, and then the mailbox, if this mail is that important to you.

And by the way, was the mail that was 'lost' first class mail? If it was standard or 'bulk' mail it may have been recycled, because that mail is not returnable to sender due to the cheap postage that is paid.

Many colleges have mail boxes for students to retreive mail. Why don't you use that option? College staff handles all mail at that 'internal' facility, so maybe they are the ones responsible for your 'lost' mail.

Yes, you have to put your name on the mailbox. Otherwise, the postal carrier isn't sure that the mail should be delivered to you. It could be a wrong address. Just list your name for the time being. Think about his or her position........without your name on the box, it doesn't look like he has the right address for you.

Since your name cannot be put on the mailbox, get a PO Box. The postman does not have to deliver "other peoples" mail to a box not labeled with that persons name.

They are duty bound to deliver all mail. Here in New Orleans, Hardly an residential mailboxes have names on them. Name are found mostly on apt. mailboxes.

If a postal worker feels unsafe delivering the mail, they can refuse

Yes. Either get a legitimate mailing address or take a chance on losing your mail.
