Different places have shortages of different things.
Countries in poverty are ELDC/LEDC's. These countries have the least income.

I think it's bad all over. Every region has a destructive community crippling disease that NAFTA started and now all good jobs are going overseas. The U.S. will soon be a 3rd world country because we are dying from within due to job losses every day.
