The spacing can be variable, depending on how full your page is. If you use 2 line spacing and your page overflows into the next page by just 1 line, then it makes sense to cut back on the line spacing. On the other hand, if your letter consists of only 1 sentence, it looks better if you space your letter out more, so at least 2 line spacing would be good.
