A litre is the same as a cubic decimetre dm^3
the are 10000 dm in a km so there are 10000^3 dm^3 in a km^3= 1000000000000
So it's 1.0831579 x10^24

1 L = 10^-3 cu m.
1083.1579 x 10^9 km cubed * 1000m/1 km *1 l/10^-3 m cubed.
So there are 1083175900 * 10^9 or 1.0831659 * 10^18 L.
