As much as I'd love to see Bruce Wayne meet Clark on Smallville, its not happening. This is because of the movie franchise with Christopher Nolan and Christian Bale. It would conflict with the storyline that Smallville has.
Interestingly, the WB wanted a Bruce Wayne series instead of Smallville back in 2000. They were planning to have the story set in the 7 years Bruce was away from Gotham and training to be Batman. Unfortunately, the plan never went through and it was made into the masterpiece that is Batman Begins instead. That's when the idea of Smallville came up.

As part of an interview with TV Guide, Smallville cocreator Al Gough revealed that in a recent episode, (SPOILER ALERT!) Lana tells Lex that she is pregnant, prompting Clark's rival to pop the question at the episode's end.
Also, another someday Justice Leaguer puts in a shadowy cameo: the Oreo-munching Martian Manhunter. "He is potentially going to show up again," says Gough. But as for the latest batch of Bruce Wayne buzz, "Yeah, I know, I saw the rumor as well," he chuckles. "It's not happening."
No to Bruce Wayne, No to Batman
