Because water spills over when an object is loaded in. This from the Classical Greek scientist and mathematician, Archimedes, who discovered the principal of floatation.

they are used to measure volumes of irregular objects by measuring the water displaced by them. this theory was discovered by Archimedes who shouted Eureka whilst running down the street when he found this out.
