Because water spills over when an object is loaded in. This from the Classical Greek scientist and mathematician, Archimedes, who discovered the principal of floatation.
He got in the bath one day, the water spilled over the side, He then ran down the street in ancient Greece shouting 'Eureka' - I have found it, having realised that water is displaced when an object is put into it.

they are used to measure volumes of irregular objects by measuring the water displaced by them. this theory was discovered by Archimedes who shouted Eureka whilst running down the street when he found this out.
