Absolutely not. There is always balance. Something cannot be defined as an answer without having a question to complement it. Likewise for the question -- all questions have at least one answer.
It is all about the yin and yang. One cannot be defined, identified, without the other. Otherwise, they would not exist.

All questions do have an answer, its just a case of we dont know the answer yet.
You cant have an answer without a question. You can have random words, but all 'answers' have to follow a question to be an answer.

Just because the answer is not evident does not mean it is not there.
