if the harddrive is always really busy that would bother me .. its not normal .. i would want to know whats doing it .. spyware an antivirus app or whatever and get it to stop ..

Listen to your pc after each stage to see if the sound stops or changes. If when you stop a fan the sound stops, replace that fan. If the sound is still there, it may be time to invest in a new hard disk, before the old one goes altogether.........
