About a couple weeks after the World Series ends. My predictions:
AL Rookie of the Year: Dustin Pedroia, Boston
AL Cy Young: Josh Beckett, Boston
AL MVP: Alex Rodriguez, New York
NL Rookie of the Year: Ryan Braun, Milwaukee
NL Cy Young: Jake Peavy, San Diego
NL MVP: Matt Holliday, Colorado (if the Rockies make the postseason), otherwise Prince Fielder, Milwaukee

Keep in mind that the Cy Young wasn't given out until 1956, the MVP on a regular basis until the 20s, and the ROY until 1947. Don Newcombe won all three, but not in the same year.

The BBWAA announces the awards over a two-week period in November. It typically goes like this:
Week 1
Monday - Rookies
Tuesday - One CYA
Wednesday - Managers
Thursday - Other CYA
Week 2
Monday - One MVP
Tuesday - Other MVP
Week 2 tends to be either the week before Thanksgiving or Thanksgiving week itself.
Press releases hit the wires at 2:00 pm Eastern.
