No, he was murdered by a group of anarchists who wanted to destroy the Austria-Hungary union. When Austria declared war Germany (in an alliance with them) found it convenient to further it's own ends. It's all very complicated, but in short Germany did not plan the asasination but it took advantage of the situation.

it was serbian nationalists who vowed to protect other slavs that were being taken over by gov't they didn't want. so they helped bosnia out.
