I don't really understand what this means.

amendments to the Constitution could be proposed in either of two ways-- by a new constitutional convention REQUESTED BY 2/3 OF THE STATES or by a TWO-THIRDS vote of both houses of Congress.

Could someone explain the bold? thanks, i appreciate it!

there are 50 states. 2/3 of 50 is 33. If 33 states get together and ratify a constitutional ammendment then it becomes an ammendment. this way does not involve the legislature.

there are 100 senators and 500+ congressmen. if 2/3 of the senators agree to a constitutional ammendment and if 2/3 of the congressmen agree to a constitutional ammendment it becomes ammended. this does not involve the president or the states.

Two-thirds of Congress (each, House and Senate) may approve an Amendment and send it for ratification by the states.

Two-thirds of the states can also get together and hold a Constitutional Convention -- either bypassing Congress, or requiring Congress to send it for ratification, depending on how you interpret that. The net result is the same.

The state legislatures of 2/3 of the states would approve it or 2/3 of the House and 2/3 of the Senate would apprive it

All you need is a calculator. 2/3rds of the states or 34 states in favor or two thirds of the total number of members of the house and senate which equates out to 290 votes in favor. It's not easy, its not meant to be.
