It is hard to believe it really melted since it melts at a very high temperature. I think it is more like that something sticky on the foil like a sweet sauce burnt to a hard carbon coating and is holding the foil onto the glass surface.

If it were me I would see if any of the foil could be peeled off by scratching with a fingernail or something soft wood like a cuticle pushing stick. After that I would put a damp sponge on the remaining foil and leave it there for a few hours. then see what can be scraped off or pushed off. I think that if the foil is glued on that way the sponge with plain hot water or with a little dish washing liquid on it will get it off without wrecking the glass surface.

Have you tried rubbing it with a paste made of baking soda and water?

put ice on it to freeze it and then gently use a soft spatula to try to remove; also try fingernail polish remover
