alright first the GOOGle toolbar doesnt really help your browser out AT ALL.. so if you have any browser adons like tool bars you should remove them... another thing LEARN how your browsers ad ons work.. like what pages uses what.. sounds alot but it isnt.. if you are using IE click "tools" and then click on Manage Add ons then click on the enable/disable addons ... a lil menu will pop up.. but at the top of that window.. click on the colom bar of the manage add on window thats holding text that will probally say "addons that are currently loaded" click the arrow next to that.. an it will drop a list down... next click the option of "Addons running without premission" and enableing an disabling some of them might get the popups to stop.. all though if you disable sum.. some things wont load completely in webpages.. adobe flash is always needed in many webpages.. an so is the XML 3.0 an XML http.. but also.. haveing all thoses turned off while surfing the net.. is alot safer in some ways.. it keeps ppl from storing BAD COOKIEs an other stuff on your system..
Finally go online an do a safety scan from Windows Live.. One Care is a new edition to Windows Live.. it is Microsofts antispy/virus.. which it does alot of neat tasks like spyware/ virus removal, registry cleaner, defragments, deletes any unnessicary temp files, and will also check for open ports on your system.. You can download the trial version at http://onecare.live.com it will let you use ALL the functionality of the program for a limited time.. OR you can run the Safety scanner from the Webpage an it will do all what the trial version does.. from online.. or via the webpage.. just click on the link below to either download the program or just do a safety scan..
first link is One cares page..
second link is to the safety scanner

The easiest solution to this is to open IE ( Internet Explorer) click on Tools, Internet options, Security, the press the default setting button at the bottom. Also make sure that you have the pop up blocker turned back on.
The next step is to empty tour Internet Temporary files.
After you do this if you ar still getting pop ups you will need to check for Mal-Ware and Viruses. These to can cause this problem.
Also make sure that in the services that your windows messaging service is disabled. This can be used for pop ups also.

Which browser do you use? Most have pop up blockers installed. Check to see if it's been disabled. In IE8 click on Tools and then Turn on Popup Blocker, in Firefox click Tools > Options and tick block pop up windows, at least two anti-virus will turn off the Firefox one and you have to keep doing it. With IE7; Click the Tools menu 2. Click Pop-up Blocker 3. Click Turn on Pop-up Blocker (If already on, it will offer an option to Turn off Pop-up Blocker) 4. Confirm by clicking the Yes button.

Try Internet Options first in Control Panel.
Then be sure that ALL Menu Bars have their pop-ups blocked (for insurance).

that happened to my computer too. my dad put some anti-spyware on my computer(Norton). That stopped them for a while, but I didn't update it monthly like I should have, so something got through. It turned out to be a downloader and was downloading crap to my computer, and everytime I'd try to delete it, it would download another copy of itsself. then we had to erase the entire hard drive.

It depends on the level of complexity of the popup blocker..
Different popup blockers have different levels of success.. Try using firefox for best results..

Those are more than likely malware and not popups. What are the names of the popups?
If you can identify them go to the following link.
