Is it easier to transfer into a college than applying there as a freshman?

Depends on the college. Some private colleges, like Stanford, very rarely accept transfers. On the other hand, public colleges, like UCs and CSUs in CA, have to accept a certain number of transfers from each JC. So someone who goes to a JC and gets good grades can be practically gauranteed a spot in a good state college.
