they are using it to locate high heat sources like the ones grow lights put off and yes it is legal.

and decomposing bodies are not what they are looking for. they are simply looking for the heat signature that is given off by grow lights that people use to grow pot indoors

And they usually are tipped off to look at certian houses becuase of unusual amounts of eltectricity used by a house.

problem with america and canada is that your homes are made of wood! every hurricane they are torn down , and then police can enter your privacy as i just learned here in this question.build a house made of solid blocks and bricks , isolate your roof with large amounts of heat proofing ( in attic), then islolate well windows and install central air conditioning and heating and a lage chimney.

i can assure you that they will absolutely not be able to get through in infrared by any means.only thing they d get is what french use helicopters and infrared for , to check wwinter heat isolation of your home.but can assure you that to see a body or a plant and determine what it is through a heat signature is absolute science fiction.
can a satellite read through a book from above?

First off, it is "Infrared". Second, yes it is perfectly legal. They can't actually see into your house with it. They usually are looking for certain types of plant life (marijuana) and decomposition (as in bodies). Those show up because of unique heat signatures.

How do you know that they were using infrared to look in your house? Are you getting paranoid from the THC?
