While not technically a tortoise, Eastern and Three-toe Box Turtles make good starter tortoise pets, get to about 6" long, and generally cost under $50 for captive bred.

Next best are the Mediterranean tortoises, mostly the Greek and Hermann's. These get to about 8" and generally run about $100.

Russian Tortoises are popular, but most store-bought are wild-caught and not as great for pets, but they are also smallish (10") and can often be had for under $100.

Tortoises make good pets, but due to your age, you'll be limited in what you can/should get. There are a few species of tortoise that get incredibly large, so they wouldn't be a good match for you, IMO. That's something you should wait on until you're older and living on your own. However, a Russian tortoise stays small (similar in size to a box turtle). You could also always get a box turtle. They make great pets. The difference, though, between turtles and tortoises is that almost all turtles are omnivores, meaning not only do they eat greens, but they require protein in the form of meal worms, snails, slugs, etc and tortoises don't; almost all of them are complete herbivores. If you really want to own a turtle or tortoise, pick up the book Turtles and Tortoises for Dummies. I read it once, and it's a pretty good source of information.
