No, there is not any such federal law.

18 USC 1201 is the federal kidnapping statute. And it does not apply to parental custody issues, absent a custody order.

Unless you can prove the child was taken as part of a slavery or sex-trafficing ring, federal law does not come into effect.

Go to your county courthouse and ask an official of the courts. They might not know, but will know how to direct you to someone who does.
And you can give them the details of your situation so that they can give you the correct answer.
