It seems like all guys can concentrate on is my breast! No matter what i wear or do they still talk about it. What can i do to make them stop?

Possibly a breast reduction, but that's a huge price to pay.

Attitude... abuse negates attraction
Humiliation... making them aware of their own stupidity will get them to run in the opposite direction, works better in crowded areas with witnesses
If you happen to like or be attracted to the guy, gently lift his chin and quietly remind him that you'd like him to listen to what you have to say.

If they're talking to me I usually say "hey, my face is up here". Just try wearing tops that cover them up, or get used to it, and flaunt them, they must be real nice if they keep looking.

well ....you could
. wear baggy t-shirts
. wear a sports bra
. get a boob reduction
. wear a top that doesn't show any cleavage
. slap them when they do look
. or ... just take it as a compliment
