Cool water won't bother goldfish - they prefer it that way! Ideally, their temperature should be below 70o, and they stay active down to around 55o, when they slow down their eating. I doubt you're keeing him in a room that's that cold.

The problem is more likely water quality. Goldfish produce ammonia as a part of their wastes, and this eventually gets turned into nitrate by bacteria, but the ammonia and an intermediate product, nitrite, are toxic to fish in fairly small amounts. If you don't have the ability to test your water, do a 25-50% water change and see if this helps him. Keep in mind that goldfish may be small when you buy them in stores, but they have the ability to get 5+ inches (fancy types) to 9+ inches (commons). These need to have at least 10 gallons per fish as adults or the amount of ammonia will be hard to control. Even when younger, a 10 gallon tank for 2-3 fish isn't a bad idea, although they'll outgrow that size tank within a year. They should also have a filter.

Another possibility is that you are keeping him a tank with a filter, but if he's a fancy type with a heavy body and double tail, the filter may be producing too much current for him to be able to swim easily. Sitting at the bottom may be his way to stay out of the strong flow so he conserves energy. In this case, he'll probably still come up to eat, but in the case of poor water quality, he may have no appetite.

If he's not the only fish in the tank, there's also a possibility that another fish is bullying him. Sitting in the bottom, especially in a corner or hiding in plants/ornamants may be his way of avoiding a confrontation.
