Bloody hell. No child of mine would have gotten that way in the first place. But if it did.. first off I would feel like a big failure and probably cry for a while. Then I would pick the child up and carry it out to the car where I would lock it in until I was done shopping. I would of course remove all the toys from the cart because the brat sounds spoiled enough already. Then I'd just give the kid the silent treatment for a few years until it was old enough to know what an apology is and how to use it.
Gaaah I hate spoiled kids and parents who spoil their kids.

I would have taken all of the toys out of the cart, put them back & taken the Child home. After which, probably a sound (but reasonable) spanking in addition to the Child being grounded for about a week as a punishment would have been imposed - so that the Child learns right from wrong.

That's hilarious. But I if were that child's parents, I would be slapping him silly. No child needs a cart full of toys, and I bet you a million bucks he won't play with half of them. He doesn't need to whine about some toy he's not gonna use and call his mother a "female dog" and beat up his dad. That's ridiculous.
If I ever have a kid, he's certainly not treating my like his bank account, and expecting me to buy him the world. And if he didn't get something, and started acting up, he'd get a few spankings at home, and no toys at all.

I don't think there would be anything that could be done, because if the child is bold enough to act like that in a public store, then you have to believe that that type of behavior has been going on for quite some time, and very unchecked, so now it is an expected thing. Something should've been done long before a situation of that magnitude came up.

This child may have some sort of a disorder or something that may explain the outburst, however, First of all if this one was mine the first complaint would have been met by my taking one of the other toys out of the cart (Most likely which ever one he wanted the most) and telling him that he just lost this toy because of his complaining, I would then ask if he would like to try for another? usually that calms them right down and it dose not escalate to a full out battle in the middle of a store. I am really scared to ask what "Knotty Potty" is. That just sounds like something out of a house of horror in a bad B movie to me.

Blame the parents of the child. I would never allow a child of mine to act that way to begin with. In the event, he did, the cart would have been emptied, right then and there. We would have left the store, and I would have spanked his @ss as soon as we got home. I'm sure the kid you saw never got one in his life.

OMG I would leave everything in the cart and drag the kid out of the store. And sign up for family therapy cuz obviously they need help. If my kid called me a b*tch like that I would want to slap him to the ground but I know that would be abuse so I would look at our parenting skills and change them right away. That kid will grow up to be out of control

I'm beginning to think that there should be parenting classes if someone even thinks they are pregnant.
Yes, I have seen situations very much like the one you describe. I have even gone so far as to tell the mother that her child is obnoxious.
Personally I do not go to stores to listen to obnoxious children but would like to enjoy my shopping. The parents in question say "but he/she is just a child." That is right but my children did not act that way in public so I know yours do not have to act that way either.
I have started complimenting the parents of well behaved children when I see them.

The child needs rule and I would not take a child like that out in public until the child had better behavior.

I would have spanked that kid right then and there. If that were my kid I would want him to know that that kind of behavior will not be tolerated at all. And I'd also make sure that he doesn't get that toy that he wanted.
