3y + 2x = 22
3y = - 2x + 22
y = (- 2/3) x + 22/3
Gradient m1 = (-2/3)
Gradient , m2, of line perpendicular to this line is given by:-
(-2/3) m2 = - 1
m2 = 3 / 2

its actually -2/3

you have to make the equation into (y=) to find the gradient.

so first make 3y the subject of the formula:
3y = 22 - 2x

then divide throughout by 3 to make y= :
y = 22/3 - 2/3 x

the coefficient (number in front) of x is the gradient.
therefore -2/3 x

Well, it is not 3/2! It is 2/3 since if you divide that equation by 3 to make it of the form y = mx + c, you will get

y = 2/3 x - 22/3

m = 2/3 and is the slope.
