You mean alternate interior angles. And they are equal provided that:

a) you are working in Euclidean space, and
b) these are alternate interior angles a transversal of parallel lines (key word: parallel).

Note that if the alternate interior angles are equal, then the lines must be parallel in both Euclidean and hyperbolic geometry.
