Lisboa, Portugal for now...the city is better defined and cleaner. Bucharest is now in mass construction, transportation is horrible, and unless you know someone...you'll be lost. The Romanian capital isn't really ready for tourists yet.
Overall I think Lisboa has more interesting architecture (Belem Tower on the water and the old city, city centre - both UNESCO world heritage sites - and of course the 25th of April Bridge - which is very reminiscent of the Golden Gate bridge) more experience with tourism (Portugal wasn't closed off from the Western world for decades like Romania was during the communist years), and friendlier people.
To be honest, I didn't experience much of the nightlife in Lisboa as I only spent 3 days there...but I know that the Portuguese definitely know how to have a good time. So do Romanians...but given the current state of affairs in Bucharest, I would feel a lot better going out in Lisboa.
Romania overall is definitely cheaper than Portugal, but really I think you'll be happier in the Portuguese capital.

I would choose Bucharest but only because I have not been there yet...... Lisbon is a gorgeous place and I enjoyed it thoroughly when I went. There is so much to do and some great scenery. Our hotel was further back in the city and had great views over the castle and the river.
If you have not been to either of them I would recommend Lisbon. It's very clean and has a great vibe to it. When we went there was some kind of festival/carnival on and everyone was congregating in the evenings in costume and it was fun. The Oceanarium was great and some of the shopping is brilliant too.

Although I like neither of the cities, I would choose Lisbon. It definitely has much more character and interest - both in architectural terms and landscape (sea, hills). Bucharest is rather provincial in comparison, cheaper of course, but I felt somehow the misery around me and I hated myself for being a tourist there, when the people seemed so deprived. It is another experience, you should know better what you want.

Never been to Bucharest but Lisbon was amazing and I would defo go back. Have a fab time wherever you go!

i'd probably go to Portugal, just because it looks attractive, might be inexpensive, and also you can go to the Azores islands from there, maybe, probably wouldn't go to Romania because it still seems a little Cold War-ish to me, tho i'm sure it's just lovely and plenty to see and do. I'd rather go to Hungary tho, if i went to that part of the world.
