There is no "most times" for the Rookie of the Year Award. To win the award, you have to be a rookie, or first-year player.

So it's impossible to win it more than once.

ROY is a one-time thing (well, it is possible to win it more than once, but it never has occurred nor is it likely to).

If you mean "which infield position" has won the most, that's a different question.
