You can have the fluid tested to put your mind at ease, but amniotic fluid doesn't leak out and make your levels go down - your body constantly makes more, esp. if you are well-hydrated.
If you are feeling wet a lot that is normal, especially in your last month of pregnancy. The normal discharge will feel sticky at times in your underwear because it is thicker than urine.

Low fluid wouldn't result from a leak, because your body constantly replenishes it's supply of amniotic fluid. You don't have a finite amount that would start to dwindle if there was a leak.
It's normal to be more "damp" in later pregnancy. Did you ask your doc to check to see if you're ruptured? There's a simple swab test they can do to see if you are. But even if you were, it wouldn't be affecting the fluid levels.
If your doc didn't seem worried, then I wouldn't be worried either.

You are likely to have strange discharge in general while pregnant. I would ask a question: are you dehydrated? I was very dehydrated while pregnant, and ended up having my son at 36 weeks exactly (sort of a blessing, in retrospect, he is awesome, no problems) due to that. It caused a placenta peel, which caused me to hasten my whole process.
It also sounds like you don't really trust your doctor. She/he is a professional, and though certainly not perfect, mostly doctors understand the dangers of pregnancy pretty well. So is she/he says 'normal low,' relax.
'Course, if your intuition says there is ANYTHING wrong, harrass your doctors until you feel comfortable.

You can have the Dr do a litmus (sp) test on your discharge just to make sure you are not leaking your amniotic fluid. I would request that to be done just rule it out. If you are leaking amniotic fluid, you should be closely monitored to make sure there is no infections.
